To empty all Recycle Bins: Go to Control Panel > Shared Folder. Click Action > Empty all Recycle Bins to remove deleted files in all recycle bins permanently.

Select Empty Recycle Bin to clear all files/folders from that shared folder's recycle bin only. You will have to do this for every shared folder.
